So, simply put, having the Maori be a playable nation in EU4 would be incredibly unrealistic and non-historical. It wasn't until the 20th century that the Maori identified as a single people, and even then only because of the tensions they collectively faced with the European settlers. Patch 5.2 is the final patch for Europa Universalis III: Divine Wind, released on. Not to mention the fact that there was never a single "Maori nation" in control of the Maori people, instead there were numerous small tribal groups. There's also the fact that as a civilization, the Maori didn't play a big enough role in history to be terribly interesting or realistic to play, by the earliest start date the Maori were still living in small settlements far more primitively than any of the playable nations in EU4. Instead of being their own nation in the game instead New Zealand's North island has particularly fierce natives which are meant to represent the Maori. Probably for one of several reasons, Paradox can't put every single group of indigenous people in their games without completely wrecking the colonization mechanics, most of the "uninhabited" places that you can colonize in the game did have populations living there, if they were all represented as unique nations the game would break.
